Vietnam prioritizes science, technology and innovation
In the process of promoting industrialization and modernization, the Communist Party of Vietnam always considers science and technology
development as the top national policy, a key driving force for Vietnam's rapid and sustainable development. The issuance of Resolution
No. 57 marks Vietnam's strategic step forward in consolidating the key role of science, technology and innovation in Vietnam's socio-economic development.
He called for linking the implementation of the resolution with institutional reform of the government, especially the implementation of Resolution
No. 18 and the directions of the Central Executive Committee and the Politburo. This combination must be based on enhancing scientific and
technological innovation and applying digital transformation to ensure work is streamlined, more efficient and productive.
The General Secretary also directed the construction and completion of infrastructure and digital platforms, especially the National Data Center,
the National Enterprise Database, and the National Land Database. He emphasized the importance of developing high-tech parks and promoting
strategic technologies such as artificial intelligence, big data, and semiconductors. He will also establish a national technology exchange platform
to actively promote the replication and application of successful scientific and technological achievements and digital transformation solutions.
By 2025, at least 3% of the national budget will be spent on scientific and technological innovation and digital transformation, with the target of
increasing this rate to 2% of GDP in the next 5 years. The strategy also includes expanding the network of national research and testing centers as
well as key laboratories focusing on strategic technologies. Incentives and support policies will be introduced to encourage individuals and
organizations to participate in these activities. Complete the construction of the institutional framework and establish the Science and Technology
Innovation Investment Fund by the second quarter of 2025.
Secretary General To Lam gave clear instructions to improve the construction of digital infrastructure, ensure nationwide coverage of 5G mobile
broadband networks, and accelerate the deployment of satellite internet. He said that artificial intelligence is a breakthrough advanced technology
and called for the formulation and publication of a list of strategic technologies as soon as possible, with the goal of completing it by the second quarter of 2025.
He also called for a focus on research and development of core technologies and next-generation electronic devices with integrated dedicated chips,
especially in the fields of artificial intelligence and the Internet of Things (IoT). This includes investing in semiconductor R&D centers and establishing
joint research infrastructure and laboratories.
“By 2025, we will deploy a number of digital applications to improve governance and public services,” said the Secretary-General. “This includes
completing 61 practical functions on the VNelD platform to support socio-economic development, innovation and crime prevention. In addition,
automated immigration checkpoints using advanced technology will be expanded at all airports; and contactless payment systems will be deployed
at bus stops and urban parking lots to improve traffic management and enhance urban civilization.”
2025 marks the beginning of a new phase, defining the strategic direction and roadmap for the implementation of Resolution 57.
“Only technological innovation can help us catch up, progress, excel, surpass ourselves and the world.”
