According to the National Center for Hydro-Meteorological Forecasting, around the morning of February 23, 

a cold air mass will affect the Northeast region, then affect the North Central, Northwest and Central Central regions.

Experts warn that due to the influence of the cold air strengthening from the East combined with the strong current in the 

upper westerly wind zone on February 23-24, the North and North Central regions will have rain and light rain.


At sea, the central and southern East Sea (including the sea area of Truong Sa) will have scattered showers and thunderstorms, 

with the possibility of tornadoes and strong gusts of wind during thunderstorms.


Warning, on the night of February 22, the sea area east of the North East Sea will have strong northeast winds of level 6, 

sometimes level 7, gusting to level 8-9, rough seas, waves 3-5m high.


From February 23, the Northeast wind in the Gulf of Tonkin gradually increases to level 6, sometimes level 7, gusting 

to level 8-9, rough seas, waves 2-3.5m high; in the North East Sea (including the sea area of Hoang Sa), the Northeast 

wind is strong at level 6, sometimes level 7, gusting to level 8-9, from early morning of February 24, it gradually increases 

to level 7, gusting to level 9, rough seas, waves 4-6m high.


From the night of February 23, the sea area from Quang Tri to Khanh Hoa has strong Northeast wind at level 6, gusting 

to level 7-8; waves 3-5m high, especially in Binh Dinh to Khanh Hoa 2-3.5m. The risk of natural disasters due to strong winds at sea is level 2.
