The construction of the first standard gauge railway connecting the 

China-Vietnam border will begin before the end of this year.

When inspecting the Lao Cai-Hanoi-Hai Phong railway project in Lao Cai province, 

Vietnam, Vietnamese Prime Minister Pham Minh Chinh said that the railway project 

is expected to start construction at the end of 2025 and be completed by the end of 2030.

The mouth of the Chinese River and the Old Quarter of Vietnam are located across the river. 

Ancient meter-gauge trains were connected in the past. However, with the development 

of economic and trade exchanges between China and Vietnam, it can no longer meet the 

needs of modern freight transport. Currently, three cross-border standard gauge railways 

have been planned between China and Vietnam, and the Lao Cai-Hanoi-Hai Phong railway 

project will be the first to start construction.


Vietnam announced that the North-South High-Speed Railway project will start construction 

in 2027 and is expected to be completed and open to traffic in 2035.


When Vietnamese Prime Minister Pham Minh Chinh inspected the Lao Cai-Hanoi-Hai Phong 

railway project in Lao Cai province, Vietnam on December 22, 2024, he stressed that the speed 

and gauge design must ensure seamless connection with the Chinese railway and that during 

the design and construction of the project, close cooperation with the Chinese side must be maintained.


The railway project is expected to have a total investment of about 11.6 billion USD 

(about 84.7 billion yuan) and a total length of nearly 400 km, connecting 7 provinces and cities, 

including Hanoi and Hai Phong, the largest seaport in northern Vietnam. In terms of railway lines, 

this is not a completely new railway line.


On December 10, 2024, the 16th meeting of the China-Vietnam Bilateral Cooperation Steering 

Committee was held in Beijing. The two sides announced the signing of an intergovernmental 

agreement on the cross-border standard gauge railway cooperation project.


Previously, in August and October 2024, the two sides emphasized twice in a joint statement 

during high-level visits to promote cooperation in the construction of 3 standard gauge railway lines: 

Lang Son-Hanoi, Mong Cai-Ha Long-Hai Phong and Lao Cai-Hanoi-Hai Phong.


China and Vietnam issued the “Joint Statement between the People’s Republic of China and 

the Socialist Republic of Vietnam” on October 14, 2024, which mentioned accelerating the 

connection of railways, highways and port infrastructure between the two countries. 

The statement also stated that “the construction of the standard gauge railway from Hekou, 

China to Lao Cai, Vietnam will be promoted in a timely manner”.

The statement last August also mentioned that China agreed to develop a master plan for the 

Mong Cai-Ha Long-Hai Phong standard gauge railway project for Vietnam. Unlike the other two 

railways that were converted from meter gauge to standard gauge, the Mong Cai railway in 

Vietnam and Dongxing in China are connected by sea and road, facing each other across the 

river and a high-speed railway. has been built in Dongxing.
